my landlord is retaliating due to a request to fix our electrical outlet that almost caught on fire?

our rental home almost caught on fire due to a electrical outlet that is not updated or grounded. we had to call certified electrican and she was upset wanting up to keep the power off for a week until her friend came out. we had the electrician show up and he stated the outlets were not grounded. she showed a week later and while the repairman was here she took pictures of all the rooms and wrote us a letter stating that there was chipped paint in the bathroom, scrathes in the hallway. she did a inspection of the rooms and invading our privacy. she also had her daughter with her who was insulting us and making remarks. our landlord allowed it by stating it was her house. what can we do?? the problem with the outlets is not fix. the guy she had stated it was a temporary fix and he was not a certified electrician. he stated the landlord did not want to fix the $6,000 it was going to take to fix it correctly.

It sounds like the electric in this house in NOT up to code. You need to find a number for your city department that handles housing codes and contact them. If this home is not up to code then your landlord is in violation of providing safe living conditions which is what you are paying for.
Whatever you do, do NOT just stop paying your rent. If you want to withold rent until the electrical dispute is settled, then the rent money must go into an escrow account.
Your landlord has every right to look at your entire living area, she can even do this when your are not there although she must have a legitimate reason for doing so. Check out your lease agreement it should say discuss this in your lease.
As for having her daughter with her...that's kind of "iffy". The only thing I can say is be better than her. Which doesn't sound too hard to do, she sounds...well, I'm picturing a squat woman wearing a house robe, curlers on her head and chain smoking, LOL. But when something rude is said just look at them and smile a "knowing smile", kind of like a smirk. It'll probably just irritate the heck out of them. Play the role of your better than them (as you are) and look down your nose at them like they don't even deserve to be in the same room as you. But don't say anything rude. Just smile that smile and say "oh, really?" I am sure you don't want to lower yourself to their level, just play it cool.
But be sure you check out whether or not this house is up to code or not. You need to let them know that your home almost caught on fire, what the other electrician said and that your landlord doesn't want to do anything about it.

--If you want to quit paying rent and move out immediately, make sure you have proof of the unsafe condition of the home. Call the city and get that inspector out there before anything. Otherwise, you may find yourself the party being sued for breach of contract. Most important to cover your azz in these matters. Keep copies of your rent receipts, copy of the inspection report and a journal of all contact with your landlord with dates, times, and what was discussed.
