Cold water mixer tap runs on after turning it off?

I have a mixer tap in my kitchen. The hot water tap is fine but the cold water tap runs on for a second or two after I've turned it off. I have replaced the ceramic gland but it hasn't cured the problem. The tap doesn't leak from anywhere, water just comes out the spout. What else could be the problem?

Seating: The internal section of the tap (body) as a worn seat.
You can buy re-seating tools at a decent plumbers merchants. 10 minutes.
That is, assuming that there is not a small washer that inserts into the disc? if that is the case get another one.
